The Government of Spain has reacted following complaints from the autonomous communities and approved this Tuesday in the Council of Ministers a royal decree-law that includes advance payments corresponding to 2026, so that they can be allocated to the maintenance of public services in each of the territories.

The autonomous communities and local entities will receive 157.731 billion euros, 7% more than a year ago. Arcadi España has highlighted that this is “the highest figure in history.” The minister has requested the support of the autonomous communities for this initiative.
Spain has explained that, if the settlement (corresponding to the year 2024) is added, “the total that the communities will receive this year via the financing model is 170.300 billion euros, 7.7% more.”
Likewise, an exceptional regime is enabled for the first time so that, in the event that the municipalities want to allocate their surplus to housing policies, they can spend the remaining funds not only from the authorized year, 2025, but also from the following four years, up to 2029.

This initiative took place after, in June 2025, the Government of Spain approved the largest resources in history for the autonomous communities, amounting to 147.412 billion euros, which represented a 9.5% increase over 2024.

Recently, the counselors of various autonomous communities sent a letter to the Minister of Finance expressing their disagreement over not having the updates of these funds, which would be causing difficulties.
This is an advance of the funds that will be included in the new autonomous financing system on which the Ministry of Finance wants to start working in bilateral meetings with each of the territories of the common regime.
The department led by Arcadi España announced yesterday Monday that it had sent letters to the autonomous communities in order to arrange appointments for the mentioned meetings.
