The report that the National Police has delivered to the National Court on the Ceuta crisis concludes that the migratory purpose was only the “formal cover” to promote, drive, and direct a flood of people to the Ceuta border.

The massive entry, according to the dossier accessed by La Vanguardia, responded to a “tactical configuration” that sought, first, to “collapse the border management system” at the Tarajal breakwater with immigrants crossing by swimming, then to provoke the “opening of doors” at the border due to Spain’s lack of response capacity, causing the irregulars to cross on foot.
All this, in the face of the “total permissiveness” of the Moroccan gendarmes, who made “no serious attempt to try to reduce, disperse or move away” the mass of people from the border perimeter. On the contrary, some agents participated by “guiding” the crossing through the water and directed them towards the beach.
For the National Center for Immigration and Borders (CENIF), which endorses the 55-page report, the crossing on July 30 and 31, through which more than 80,000 people entered Spain, was not “something accidental,” whose generation could be associated with an “occasional or spontaneous” factor. The Minister of Defense, Margarita Robles, in parliament, stated that military reports pointed out that the assault was based on a “self-management of individuals spontaneously attracted” to the border perimeter for “opportunity reasons.”

The Police highlight that the comparison with other previous processes, such as that of May 2024, reveals concurrent elements, which would show a component of “previous experience” that translates into a “more complex and elaborate” action.
The migratory purpose, the report details, was only the formal cover. A thesis that, according to CENIF, would be confirmed by the fact that the profile of the majority of immigrants did not seek to remain in Spain. During the 72 hours after the crossing, around 90% of the people left Ceuta on their own feet.
This idea, the Police elaborate, would be reinforced by a second call, “much more explicit,” on August 15, in which Morocco carried out a display of control at the border. And, furthermore, the dissemination of subsequent messages, “even at an official level,” about the Moroccan claim of sovereignty over Ceuta and Melilla.
