Thus, in the first wave, until 11 a.m. on July 30, the moment the access points opened, “the immigrant profile is that of a male between 15 and 25 years old (with a high percentage of minors), mostly equipped with wetsuits, fins and objects that facilitate buoyancy (tires, floaters, beach mats, etc.),” the report details.

In this first group, “the predominant nationality is Moroccan, constituting practically all crossings in this stage (based on the entries counted swimming in the previous days and the first hours of the 30th, an estimated percentage between 95 and 98% Moroccans),” the Police indicates.

Second wave: up to 40 years old, families and children, without equipment; mostly Moroccans, also sub-Saharans

In the second wave, which the report places from 11 a.m. to 10 p.m. on July 30, “the immigrant profile changes and people up to 40 years old, complete family groups and young children (estimated between 18 and 25% of the total) begin to enter, mostly dressed in sportswear and flip-flops, without specific equipment such as wetsuits or fins.”

In this second group, the predominant nationality “remains Moroccan, although there is a gradual incorporation of people of sub-Saharan origin (based on the people who entered on the 30th and were identified in the following days, the presence of sub-Saharans can be established in a range between 20 and 25%),” the Police confirms.

Third wave: again young Moroccans with equipment

The third wave starts from 10 p.m. on July 30 and continues until the 31st. The profile again corresponds to that of the first wave, the document states: “Young males between 15 and 25 years old, with specific equipment for swimming across.” Again, the nationality is “almost exclusively Moroccan.”

Cenif agents confirm that the “massive entry” of people from Morocco “is not something incidental whose generation can be associated with an occasional or spontaneous factor.” The Police points out in its conclusions that there was “prior planning” and “an earlier intellectual authorship and a simultaneous material one that involves monitoring and control functions.”
