The Ceuta Juvenile Prosecutor’s Office has referred to the Court several complaints filed by unaccompanied migrant minors who claim to have suffered abuse, humiliation, and mistreatment in reception centers of the autonomous city’s protection network.

According to sources from the Ceuta Prosecutor’s Office confirmed to EFE, the Public Prosecutor’s Office has become aware of some complaints filed with the Police and has forwarded the proceedings to the competent judicial body.
The Prosecutor’s Office has specified, however, that it has not opened a general investigation into the juvenile centers of Ceuta nor is it globally investigating possible abuses or humiliations in these facilities.

The same sources explain that the transfer of the proceedings to the Court responds to “strictly functional and organizational reasons,” given the heavy workload currently borne by the Ceuta Prosecutor’s Office. The decision seeks to avoid duplicating investigations into the same facts and to ensure that complaints are examined by the competent body.
The Public Prosecutor’s Office assures that it remains especially attentive to any situation that may affect the integrity, safety, or rights of minors under protection and that it will act, within its powers, against any act that may constitute a crime.

The known complaints involve several teenage girls who left two juvenile centers in Ceuta after claiming they had suffered mistreatment, physical punishment, lack of medical attention, and threats of being returned to Morocco by center staff.
Two guards identified by the complainants were removed from their duties after the intervention of the Juvenile area
One of the minors recounts to the newspaper continuous insults, blows, and punishments, while another reportedly denounced sexual comments and explicit threats of rape.
The young women gave statements last Thursday, and that same day the autonomous city’s Juvenile area intervened. According to the published information, two security guards were identified to whom the complainants attribute insults and threats. Both were removed from their duties and replaced by women. An educator accused of mistreatment by the minors was also identified.
