Illa secures its first budgets after renewing and updating the agreement with Comuns

The Government of Salvador Illa will have its first budgets and Catalonia will have validated accounts, something that had not happened since 2023. The Catalan Executive will be able to approve the budget project in July after securing the 68 votes necessary for it. After closing the pact with Esquerra Republicana last Tuesday, it remained to secure the six votes from Comuns, who had requested to update the agreement they sealed in February because they consider these will be the only budgets of the legislature.

The renewal of this understanding focuses on three areas: housing, mobility, and combating inequality. These are the demands that the ecosocialists put on the table at the end of last week to re-sign the agreement, which was closed yesterday after a day of constant contact and exchange of documentation.

To stage this expanded understanding, the president of the Generalitat, Salvador Illa, and the leader of Comuns in the Parliament, Jéssica Albiach, will sign the new document today at 11:30 a.m. at the Palau de la Generalitat. After that, at 12:20 p.m., Albiach will address the media.

With the image of this understanding, the conditions are set for the Government to hold an extraordinary Executive Council tomorrow in which it will approve a budget project that, this time, does have the votes to be validated in the Parliament. The usual procedure will be followed in these cases, since then the minister Romero will go to the Catalan Chamber to deliver the accounts to the president of that institution, Josep Rull.

In this way, the budget calendar will be set in motion. In principle, there will be 10 days for the groups to present total amendments – it is expected that Junts, PP, Vox, the CUP, and Aliança Catalana will do so – and next week the commissions will begin in which each minister will detail the budget of their Department. All these appearances will take place from Tuesday to Friday.

After the signing, the content of the renegotiated agreement will be detailed. The leader of Comuns in the Parliament, Jéssica Albiach, already announced one of the measures yesterday: the creation of a general directorate of housing discipline, whose mission will be to inspect and fine those who break the housing law.

In this negotiation, Comuns had proposed a law to accelerate the procedures that allow converting offices and premises into subsidized housing in Barcelona; 650 million more for housing; the reformulation of the R-Airport or the promotion in Congress of the Zucman tax – that is, a tax on wealth over 100 million euros so that they pay a minimum of 2% annual taxes -.

The renegotiated commitments are incorporated into an agreement that already included the promotion of a law to limit speculative housing purchases, which must be approved before the end of the first half of the year; the increase of rental aid and meal scholarships; or vouchers for the purchase of menstrual products and condoms.
