The renewal of the financing model has returned to the forefront after the approval of the Generalitat’s budgets. The PSC and Esquerra Republicana place that file as the next milestone and pressure Junts to support the legal reforms required by the model agreed upon by socialists and republicans at the beginning of the year under the premise that it will provide more than 4 billion euros additional to the coffers of the Catalan administration. The post-convergence members, however, see it as insufficient and oppose it from the start. But for now, they try to deflect and hide their cards because despite that opposition they could facilitate its processing. “It is a rather lamentable act of cynicism that we are asked to support the financing model,” said Josep Rius, spokesperson and vice president of JxCat, about that pressure this Monday. “Their goal is not for us to give support, but to hold us responsible for its failure,” he added.

The post-convergence deputy also insisted during a press conference that the group led by Miriam Nogueras will present a total amendment with alternative text. In their proposal, there will be an economic agreement that they say they hope will gather the support of ERC and PSC deputies. PP and Vox also made it clear months ago that they oppose the new financing system. Thus, there is a majority against it.
But the fact that there is an alternative text with a proposal for an agreement and with an exception for Catalonia, in theory, makes it impossible for PP and Vox to join that amendment, so if Junts does not support the total amendments proposed by the other two groups, the rule could remain alive in the parliamentary process, which is scheduled to start after the summer.
In the total debate, the return amendments are voted on first, and secondly, those with alternative text. Although there is a majority against the financing model in Congress, if PP, Vox, and Junts do not unite their votes in either of the two votes that will take place, the legal changes required by the reform will pass the first cut. That system favors passing the first test, but there are no guarantees that the new financing model will have the same luck in the following ones.

JxCat will reject the deficit path approved by the Government, the prior step to the budget preparation
On the other hand, Rius reiterated that Junts will reject in Congress the deficit path approved by Pedro Sánchez’s Government last week, which leaves seriously damaged some general budgets that, according to the post-convergence members, were conceived to try to hold the opposition responsible for the early election. “The only responsible will be the President of the Government, Pedro Sánchez, who has blown up the investiture majority,” said the JxCat leader.
In another matter, the post-convergence spokesperson also assured that they are in favor of the cancellation of the FLA, although he pointed out that in the parliamentary process they will try with amendments for it to be greater than what has been planned now and that Catalonia is the community that benefits the most from these measures.
