The police report analyzes in detail the phase prior to the assault on the Ceuta border on July 31, the operational strategy at the time, and its subsequent consequences. In 55 pages, the officials of the National Immigration and Borders Center outline the prior planning to mobilize a massive flow; the existence of a strategic and operational direction and two objectives. The first, to collapse the border management system; and the second, to eliminate Spain’s response capacity.

The report highlights the “extraordinary capacity” to mobilize more than 70,000 people to the border and distribute them in phases according to their profiles. The police consider this “hardly achievable without prior planning.” It is a mobilization considered “incompatible with a group of spontaneous origin, without internal organization, nor a minimum support of directed organization on the ground.”
It is here that “two types of active subjects” are identified. On one hand, the Moroccan security forces, alleged uniformed agents who, positioned at key points on the route to Tarajal, “give instructions to those crossing illegally” to overcome obstacles and “organize access to the truck area with a large number of immigrants.”

The “activator” agents: males, athletic build, “groomed” hair, and leadership
The second group are non-uniformed “activator agents.” They do not fit the behavior of the mass of migrants. They are males, between 30 and 50 years old, strong or athletic build, “groomed” hair, dressed in neutral and unobtrusive t-shirts or polos, long pants, caps – even with police logos, closed sports shoes – not flip-flops as most wear – and carrying backpacks or fanny packs.
The report adds that their behavior gives them away: “attentive to the environment, they convey composure, centrality, differentiation, leadership, etc. compared to the mass around them.” “They walk against the flow of people,” “they urge the mass to continue marching, help overcome obstacles, record the movement of the mass” and “constantly maintain conversations on mobile phones as if recording or monitoring the event.”
In some cases, the report even states, “they are detected giving instructions to the deployed uniformed personnel.” “All of them show attitudes of control, leadership, and direction of the situation.”
