The National Police have carried out the expulsion from Spain, in application of the Immigration Law, of 21 foreign citizens with numerous police and judicial records for different serious crimes against property and persons.

The repatriation (expulsion or return) of foreign citizens in Spain is an exclusive competence of the National Police. The General Immigration and Borders Commissariat is the body responsible for carrying out the repatriations of foreign citizens in irregular situations or who have committed serious offenses, through the Central Repatriation Unit (UCR), which is in charge of carrying out the forced departure of foreigners who have received an expulsion order (administrative sanction) or return.
The expelled individuals accumulated more than 170 police records mainly for crimes against property, such as burglaries with force, with violence or thefts, but also more serious crimes such as crimes against public health, illegal detentions or attempted homicide.
Seven of these detainees had records for domestic abuse and one of them for sexual assaults. Almost all of the crimes were committed in the city of Barcelona or its metropolitan area.
These people are police-conceptualized as “multiple recidivists” since they commit numerous crimes, mainly against property, increasing the perception of insecurity among the citizens.

To carry out these repatriations, prior work was necessary to obtain the corresponding expulsion decrees from the Government Subdelegation or an expulsion order from the Judicial Authority. The acting officials had to request authorization from all the courts where these people had pending cases. Likewise, it was necessary to carry out procedures for the documentation of these people by their respective consulates.
Some of these people were admitted to the Foreigners’ Internment Center (CIE) in Barcelona while the procedure was resolved, while others were detained to carry out their departure from Spanish territory.
Once the judicial authorizations and personal documentation were obtained, a transfer device was established for the detainees to Madrid, where they were handed over to officials of the Central Repatriation Unit of the General Immigration and Borders Commissariat, who carried out the repatriations by means of a chartered flight for this purpose.
All procedures were carried out by officials of the Provincial Immigration and Borders Brigade of Barcelona, Local Commissariats of Cornellá de Llobregat and Manresa. The operation was supported by agents of the Mossos d’Esquadra, who actively participated in locating foreign citizens with the profile required by the National Police, to make their expulsion effective in less than 72 hours, since the flight was chartered.
