The director of the Civil Guard denies pressure on the UCO and claims to be a victim of the Cerdán plot

The Director General of the Civil Guard Mercedes González has denied having participated in the plan promoted by the former PSOE organization secretary Santos Cerdán and the party’s so-called ‘plumber’ to destroy judicial cases affecting the party and the environment of the Prime Minister, Pedro Sánchez.

González, who has testified as an investigated person before the judge of the National Court Santiago Pedraz, has denied ordering the opening of reserved information or disciplinary inspections on members of the Central Operative Unit (UCO) of the Civil Guard to stop the investigations. On the contrary, she said she feels like a “victim” of the plot, according to sources present at the interrogation.

The highest political authority of the armed force has acknowledged that she met twice with Leire Díez but, according to what she explained to the judge, in her capacity as a ‘freelance’ journalist.

Likewise, she has tried to justify why the Minister of the Interior, Fernando Grande-Marlaska, called the deputy operational director of the Civil Guard to ask for explanations about the appearance of the email address of Begoña Gómez, wife of the Prime Minister, in a UCO report.

According to González, the minister tried to locate her but, being out of coverage, he called Manuel Llamas directly, who informed him that a file had already been opened. Like the DAO, who testified yesterday, the director maintains that this file is part of the internal normality of the Civil Guard.

The case file reveals that the PSOE “plumber” met, at least, three times with González, whom she urged to start an internal investigation in the UCO – for alleged leaks – to intimidate the high command within the plan of the plot to annul the judicial cases affecting the PSOE and Sánchez’s environment. Part of the plan was to act against the investigators on several fronts.

The UCO places the relationship between Díez and González before the latter’s appointment, in September 2024, when she gave up her seat as a deputy in Congress to return to direct the Civil Guard – she had already done so in 2023. The meetings confirmed by the UCO are from September 30 and December 20, 2024, and April 2, 2025.

The agents say they have indications that the former socialist member “would be passing” to González “information obtained” within the framework of the criminal organization led by Santos Cerdán.

The timeline indicated by the investigators is as follows: on May 9, 2025, after WhatsApp messages between Sánchez and the former PSOE organization secretary José Luis Ábalos were published in a media outlet, Díez “would have bet a lunch” with González that “the leaks” came from the UCO. Between that day and the 14th of the same month, an investigation was opened within the Civil Guard, not knowing who decreed it. González had automatic message deletion activated with the “plumber.”

When the UCO appeared on May 27 at the Civil Guard headquarters, what was requested was all the documentation related to that internal investigation for the alleged leak of information to the press that, ultimately, was archived.
