The agreement between PP and Vox in Aragon is broader than that of Extremadura: a document with 39 pages, thirteen sections and 117 measures. With this agreement, Jorge Azcón will be invested president of Aragon next week.

Specifically, the first section includes seven measures on taxation, one of the most extensive parts of the program. Among them are progressive income tax reductions (0.25% each year in brackets below 52,500 euros), support for birth rates and work-life balance, a differentiated tax plan to combat depopulation, and a 99% bonus on inheritance and gift tax for group II.
The second, another of the most extensive, is dedicated to immigration, with sections similar to those already included in Extremadura. It is here that both signatories insert the controversial principle of “national priority” in access to public aid, which will ensure the “priority” allocation of public resources to those who maintain “a real, lasting and verifiable rootedness” in the territory.
The section also includes “frontal rejection” of the central government’s immigration policy and the arrival of more illegal immigrants, “both adults and minors,” to the community. Likewise, they commit to working on a plan for the return and repatriation of foreigners in an irregular situation, providing the Institute of Legal Medicine with 100,000 euros to verify their ages, suppressing subsidies to NGOs “that favor illegal immigration,” not enabling any new reception centers and tightening the internal regime of existing ones, or prohibiting the use of the burka and niqab in public spaces.

The third section, related to security, includes ten measures, half of which are related to the fight against illegal occupation. In addition, the pact aims to strengthen public security and local police or publish statistics that reflect “the incidence of crime and insecurity associated with massive and illegal immigration.”
Regarding housing, PP and Vox commit to promoting the construction of 4,000 public homes during the legislature and implementing a “transparent and controlled” system for access to protected housing that takes into account the aforementioned principle of national priority. They also advocate for tax reductions such as the property transfer tax.
The sixth section refers to the primary sector, one of Vox’s battlegrounds and the one that includes the most measures (21). The agreement establishes the “shielding” of the sector against Agenda 2030, “frontal rejection” of the CAP reduction proposal, the promotion of irrigation, the suppression of all regional charges and fees derived from the Green Pact, and the simplification of regulations such as those of Natura 2000 Network or the Network of Protected Areas. Other measures cited are the promotion of grazing to prevent fires or the defense of hunting and the control of game species.

Regarding the fight against depopulation, one of the community’s main problems, the parties advocate for improving security, roads, and internet connection, and for implementing business operating aid in Teruel. Linked to this, the seventh point, dedicated to the environment, focuses on aspects such as the maintenance, cleaning, and safety of riverbeds or the promotion of public-private collaboration in forest management.
Regarding economy, energy, and industry, both commit to consolidating Aragon as a strategic hub for data centers, something that has marked Azcón’s first legislature, as well as strengthening electricity grids or using all necessary means to prevent the installation of large photovoltaic and wind farms on productive or high natural value land.
Regarding education, both reiterate the objective already set in their 2023 pact to promote free early childhood education for 0 to 3-year-olds and progressively implement subsidized baccalaureate. As in Extremadura, the pact also includes the suppression of the program for teaching Arabic and Moroccan languages in primary and secondary education.
Regarding healthcare, both parties commit to increasing the budget and a plan to combat surgical waiting lists. Meanwhile, in the section on efficiency “against public spending waste,” they agree to reduce subsidies to unions and business organizations by 50% and to maintain subsidies for external development cooperation “at the legal minimum.”
Finally, PP and Vox agree to “free Aragon from the imposition of Catalan” through the reform of the Aragonese Cultural Heritage Law, the suppression of the Aragonese Institute of Catalan, and the repeal or reform of “ideological laws.”
