The president of Ceuta, Juan Jesús Vivas, has described the migratory pressure situation that the autonomous city has been experiencing in recent days as a “national emergency.” “It must be addressed from that perspective, as a national emergency through a decisive, energetic, proportional, forceful, immediate action that is coordinated through a single command” of the Government, he emphasized, adding later that in the last week “1,500 people have entered,” which “means almost the equivalent of 2% of the entire population of Ceuta.”

In statements to Onda Cero, Vivas indicated that “the migratory pressure on Ceuta is constant,” characterized by “the fact of being the only land and sea border along with Melilla that Spain and Europe have in Africa.”
However, he considers that there are “peaks of special intensity” regarding migratory pressure that have turned the situation in Ceuta into a “national emergency.”
Vivas specified that he has made this request to the Government of Spain, with whom he maintains “permanent contact,” both “through the Delegation and various ministers.” “And I hope that this request, without fail, has found understanding,” the president of Ceuta asked, insisting that actions be taken with “the energy required by a crisis and an emergency of this scale, magnitude, and nature.”

In this context, he has claimed the priority of “addressing the saturation of reception centers,” both in those for adults, which are State competencies, with “provisional and emergency resources”; as well as in those for minors which, in this case, belong to the autonomous city, but also need “financial support from the State” to be able to do so. “We are in a situation of absolute humanitarian and social emergency,” he stressed.
That said, Vivas also focused on “intensifying collaboration” with Morocco to “see if this massive entry can be stopped,” in addition to reinforcing personnel and resources of the State Security Forces and Corps, both in the border area and in citizen security. He also emphasized, “by all means,” modifying the law following the Supreme Court ruling against hot returns.
The president of Ceuta stated that the inflows are “daily,” with figures around 300 migrant people arriving in Ceuta per day. “If this is not corrected, if decisive, energetic, and forceful measures are not applied, in a month’s time we will be like in May 2021,” he warned, referring to the migratory crisis the city experienced that year.
