The Secretary of State for Housing and Urban Agenda, David Lucas, who suspended his schedule three weeks ago to undergo oncological treatment, passed away this Monday, July 20, at the age of 58, according to sources from the Ministry of Housing and Urban Agenda.
The government department has stated that it “deeply regrets” the loss of an “excellent colleague who dedicated his life to public service and the common good.”
In a statement, it emphasizes that Lucas’s commitment and work “leaves as a legacy the foundations of the right to housing as the fifth pillar of the Welfare State.”

Born in Madrid in 1968, David Lucas held a PhD in Law from the Carlos III University of Madrid, specialized in Public State Law, a degree in Law from the Complutense University of Madrid, a master’s in Territorial and Urban Policy from the Carlos III University of Madrid, specializing in Urban Management, and a master’s in Public Law from the Carlos III University of Madrid.
In his career within Spanish politics, he was Secretary of State for Transport, Mobility and Urban Agenda, Secretary General of Urban Agenda and Housing, was elected senator for Madrid in the XII legislature; mayor of Móstoles, spokesperson for the PSOE in the Madrid City Council; deputy mayor of Getafe; president of the Spanish Delegation in the Congress of Local and Regional Authorities of the Council of Europe and president of the International Relations Commission of the Spanish Federation of Municipalities and Provinces; and responsible for the implementation of the 2030 Agenda in Spanish municipalities.

Additionally, he was a member of the Steering Committee of the Council of European Municipalities and Regions, of the Steering Committee and Executive Bureau of United Cities and Local Governments, and of the OECD Interparliamentary Network.
At the municipal level, he was president of the Southern Municipalities Commonwealth, vice president of the Federation of Municipalities of Madrid, and president of the Finance Commission of this federation.
In the academic field, he served as professor of Financial and Tax Law in History of Law at the Carlos III University of Madrid; Professor of Financial Law and Constitutional Law at the Nebrija University; and professor of Political Science and Public Management and Administration at the Complutense University.
After a period as Secretary General of Urban Agenda and Housing, since 2023, he held the position of Secretary of State of the Ministry of Housing and Urban Agenda.
