The agreement has as main points the promotion of an orbital train line to connect the cities of the second metropolitan ring of Barcelona, the new Consortium of the Zona Franca of Barcelona – which will have a Catalan majority – and a mixed company to execute the State investments in Catalonia, similar to the consortium that Junts vetoed in Congress.
These issues are separate from the specific budget items, where the strengthening of the Catalan Tax Agency (ATC) stands out with an investment of 527 million for the period 2026-2029.

In an extraordinary session of the ERC national council, the party’s highest body between congresses, which lasted four hours, the leadership reported on the budget project and submitted it for debate, although it was not voted on.
“The meeting was long, with many interventions and all the details requested by the members of the national council were provided,” ERC said in a statement.
