The Popular Party has demanded this Monday the immediate mobilization of a massive number of immigration technical staff to work in three shifts – “morning, afternoon, and night” – in Ceuta with the aim of accelerating the return and expulsion files of “all” immigrants who have arrived irregularly in recent weeks. The conservative leadership focuses on the immediate return to Morocco, fully rejecting any debate about the reception of minors on the peninsula: “We are talking about return, not distribution,” they state categorically.

This was communicated by Borja Sémper after the Steering Committee meeting held in Génova, which had a single item on its agenda: the crisis in the autonomous city. The national spokesperson of the Popular Party raised the alert to the highest level due to the situation in the North African enclave and once again directed a direct accusation against the inaction of the central government: “Where is the State?”.
The PP leadership insists that “ordinary administrative measures are insufficient” in the face of an “extraordinary” situation and criticizes that, in response to a comprehensive plan proposed by Alberto Núñez Feijóo, Moncloa has reacted late and incompletely by accepting only two of the seven points raised by the opposition leader. “They are late, they are missing five others,” Sémper warned.
Regarding the management of migrant minors who remain in Ceuta, Sémper was blunt in distancing himself from proposals for transfers between autonomous communities. “First, the Government must agree among themselves. Depending on which minister you listen to, they talk about returns or they talk about distributions. It is not the same to listen to Margarita Robles or Minister Marlaska as to listen to Minister Sira Rego. This is not serious,” he asserted.
The popular spokesperson rejected addressing this issue as if it were “express parcel service” and reminded that these are “human beings,” setting the PP’s position as “unquestionable and non-negotiable”: “Morocco’s social policy is not made by Spaniards, let the Moroccans make it. We do not talk about distribution, we talk about return.”

During his intervention, the conservative leader defined the episodes of July 30 and 31 not as an isolated event, but as a “wound that has been worsening week after week,” triggering a multiple emergency that compromises national security, public order, and the public health of Ceutans. In this regard, he criticized the absence of the Prime Minister, Pedro Sánchez, reproaching that the Cabinet has faced this situation “in flip-flops and swimwear” while outbreaks of scabies or tuberculosis are detected in the streets.

To tackle it, the party has demanded transferring to the city all the necessary immigration officials “for as long as necessary” until the returns of all people who entered irregularly are completed.
Likewise, the PP has announced the deployment of an offensive in the Cortes to request the appearance of eight ministers — Robles, Bolaños, García, Marlaska, Albares, Saiz, Rego, and Redondo — in order to demand accountability in their respective areas. Sémper has also criticized other Cabinet members, such as the Minister of Transport, Óscar Puente, criticizing his focus on internal or electoral debates instead of infrastructure management, and concluded by demanding the direct appearance of the head of the Executive: “We want to know what the Prime Minister thinks.”
