The Popular Party took a new step this Monday in its offensive against the Government’s management of the Ceuta crisis. The Deputy Secretary of Institutional Regeneration, Cuca Gamarra, announced the filing in Congress of a non-legislative proposal (PNL) with eleven measures to “recover normality” in the autonomous city, including the activation of the National Security Law and the establishment of a single State command to assume coordination of the response.

The Popular Party has also raised the diagnosis of what happened on July 30, when thousands of people tried to enter Ceuta irregularly. Gamarra stated that, almost three weeks later, “this is not a migratory crisis,” but “a sovereignty crisis, a territorial integrity crisis” and a national security crisis. In her view, the situation remains far from normal and the people of Ceuta cannot exercise rights such as free movement or access to public services with peace of mind.

The PNL calls, first of all, for a national normalization plan for the city under the coordination of a single State command. The PP considers that the response must include reinforcement of the Security Forces and Corps, the Armed Forces, and immigration officials, as well as more specialists in the fight against human trafficking mafias. “We have to shield security in the city,” Gamarra argued.
One of the most forceful points of the initiative has been the demand for the “immediate return of all those who entered the city irregularly, whether minors or adults.” In the case of minors, Gamarra proposed that they be returned to their families or to Morocco’s social services, which she assured “also say they are waiting for them.” “There is no other way,” she maintained, to prevent those who intend to reach Spain from maintaining expectations of staying.
The plan also calls for greater cooperation with Morocco, although linked to compliance with bilateral agreements on border control, fighting mafias, and readmission of migrants. It adds the involvement of the European Union through the deployment of Frontex in the area.

The proposal also includes a “legal and structural reinforcement of the border” and a reform of the Immigration Law to allow the rejection at the border of those who enter irregularly by sea. Gamarra also demanded an end to “mass regularizations,” as well as an increase in technological and material resources aimed at protecting the border perimeter.
The PP’s parliamentary offensive has also been accompanied by a harsh attack on Pedro Sánchez. Gamarra denounced the Government’s “negligence, irresponsibility, absolute passivity” and reproached the president for continuing his vacation despite the situation in Ceuta. “There he remains in his hammock, with his bermuda shorts, with a videoconference with several ministers making people believe he is coordinating something,” she ironized.
The Popular leader accused the Executive of “ignoring” Ceuta and also questioned the absence of the Minister of Foreign Affairs, José Manuel Albares, from the Senate Foreign Affairs Committee. According to Gamarra, the Government is not providing a response worthy of a situation in which, in her opinion, citizens have seen their security and the normal exercise of their rights and freedoms compromised.
With the initiative filed this Monday, the PP intends to place the debate on Ceuta beyond migratory management and turn it into a matter of security, sovereignty, and border control. Its proposal demands that the State directly assume coordination of the response, while requiring Morocco to fulfill its commitments and the European Union to take greater involvement in protecting the external border.
