A no for nothing

In a normal country, the creation of a new body, the so-called Consorci d’Inversions , would surely not be necessary to guarantee that public works budgeted in a given year are actually carried out. But in Spain this is not the case, and there is a large deficit in the execution of planned investments, especially in Catalonia. The Barcelona Chamber of Commerce presented a study in March pointing out that Catalonia has an historical lack of infrastructure resources of 16.2 billion euros and that the average state execution between 2021 and 2023 only reached 41% of the total that had been budgeted.

This endemic problem led ERC to propose to Salvador Illa’s Government the creation of a new entity formed by officials from the central and regional administrations to ensure that what is set in the budgets is eventually executed. Therefore, it was surprising that Junts maintained its continued opposition to the project in Congress yesterday. Even the PP could have perfectly voted yes to establish a similar consortium for the autonomous communities where it governs and where they also have the same problem. Both parties voted together with the PNV and Vox to prevent even its processing.

Junts is in opposition in Catalonia, which leads it to reject the initiative of PSC and ERC, even though it is also supported by the main Catalan economic actors. And, incidentally, in Congress, it makes public its discomfort with the socialist Government by voting against this consortium and also against the decree extending rental agreements. Thus, Junts continues its strategy of breaking with the investiture group, aligning itself with the PP and Vox, although without supporting the motion of no confidence against Pedro Sánchez. The break of Carles Puigdemont’s party with the Government is more evident every day, and therefore the idea that the legislature will end without budgets is consolidated. The PSOE assumes this and no longer makes efforts to try to attract Junts. Moreover, every time Miriam Nogueras increases her aggressiveness against the Government, the socialists are more convinced that this will benefit them with a view to future general elections. Junts seems  comfortable saying no to everything, even if sometimes, like yesterday, it is for nothing in return.
