The image of a Vox parliamentary group wildly applauding every phrase of its spokesperson in the Valencian Parliament, facing a much less enthusiastic popular bench after approving the 2026 budgets, yesterday showed the big winner of the negotiation. President Juanfran Pérez Llorca will have accounts and guarantees a fairly calm end to the legislature, but in return, he has had to give in and include in the most important bill of the year the national priority that Vox demanded. Concessions on all issues demanded by the ultras, except for language, to achieve stability and a candidacy for the Presidency of the Generalitat in 2027.

The concept of national priority appears for the first time in regional budgets and represents “the beginning of a change of course that has come to stay,” as highlighted yesterday by Vox spokesperson, José María Llanos, who issued a warning to all present: “Sooner rather than later, national priority will reach national legislation.”
After the 2023 regional elections, Carlos Mazón was the first regional president of the PP to seal an agreement with Vox to govern the Valencian Community. He did so in record time. Now, his successor after the DANA has been the first to incorporate in writing “the principle of national priority adapted to current legality,” with the purpose of “ensuring the priority allocation of public resources to those who maintain a real, lasting, and verifiable roots in the Valencian Community.” A criterion that will be applied both in housing access aid and social aid. And it is well known that what happens in the Valencian Community ends up setting the standard in other regions.
PSPV will study whether to take the accounts to the Constitutional Court
“It promotes discrimination and could be unconstitutional,” denounced yesterday the minister and leader of the Valencian socialists, Diana Morant. The PSPV wants to study the implementation of what was approved in the budgets to see if it takes the law to the Constitutional Court. However, Llorca himself, after shaking hands with his Minister of Finance and approaching to greet the Vox spokesperson to thank him for his support, denied the accusations from the left. “The budgets do not distinguish between skin color, they do not distinguish between immigrants and people born here. Of course not, I would never tolerate it,” highlighted the president.
The head of the Consell avoided commenting on national priority and emphasized that what the budgets do is “give priority to those people who have been registered in a municipality for a longer time,” a criterion that, he explained, many mayors of all political stripes already apply when distributing municipal aid.
