Barcelona will send the registration certificate ex officio to non-EU citizens

Given the long queues of migrants that have been occurring these days at municipal offices in Barcelona to obtain the necessary documentation to apply for regularization, the City Council of the Catalan capital has decided to reinforce assistance to these individuals in particular to facilitate their obtaining of the registration certificate.

The municipal management has urged the Department of Població i Processos electorals de la Secretaria General and the Institut Municipal Barcelona Innovació i Tecnologia to carry out the necessary actions to facilitate, ex officio by the City Council, the registration certificate to individuals likely to be interested in the process, as stated in a council circular dated this Monday.

According to municipal sources, channels are being enabled to send this document to all non-EU citizens living in Barcelona, who number around 93,000 people. Communication will be made, if available, via personal email and with a secure system to download the certificate. Those who do not have a notified email address will receive the certificate by postal mail.

In the communications, individuals will be informed, in Catalan, Spanish, English, and French, that the certificate is provided to them in case they need it to participate in the extraordinary regularization process.

On the other hand, an exceptional auxiliary register of the General Electronic Register of the City Council has been created by mayoral decree, signed by Jaume Collboni last Friday, at the municipal facility on Miquel Bleach street, 24, in the Sants Montjuïc district, whose duration, initially, is foreseen from May 4 to June 30, 2026, although consulted sources expect it to be already operational this week. 

Thus, this space joins the Citizen Service Offices (OAC) of Sant Miquel and La Monumental and the Immigrant, Emigrant and Refugee Service (SAIER) on Tarragona street, to obtain the registration certificate.
