The agreement between PP and Vox in Castilla y León: lower taxes, national priority, and four years of legislature

The agreement between PP and Vox for Castilla y León includes 19 sections and more than 300 measures in 62 pages. In general terms, it is quite similar to the pact already sealed by both parties in Extremadura and Aragón. With this understanding, the forecast is that PP and Vox will govern together and Alfonso Fernández Mañueco will be invested next week.

Specifically, the agreement includes 19 sections that cover policies in economic matters, taxation, regional financing, energy and industry, infrastructure, transport and mobility, primary sector, environment, fires, immigration, family, depopulation, health, education, dependency, housing, efficiency, culture, and against indoctrination. 

The vast majority of the more than 300 agreed measures are quite specific and all have a set deadline for compliance. 

In this regard, already in the first section, on economic policy, both parties commit to approving the budgets for the four years of the legislature. In tax matters, PP and Vox advocate for tax cuts and fiscal policies aimed at encouraging population retention in rural areas. 

The third section includes three measures on regional financing, which oppose bilateralism and the forgiveness to autonomous communities that have “squandered” money on separatist aspirations, such as Catalonia.

In migration matters, there are about ten measures, although the priority for nationals in access to public aid and housing stands out above all. “Access to all aid, subsidies, and benefits will be inspired by the principle of national priority, which ensures the preferential allocation of public resources to those who maintain a real, lasting, and verifiable connection with the territory,” the document states. 

Regarding protected housing, the requirement of Castilla “of real and prolonged connection” is imposed, based on historical registration in Castilla y León and Esparia with a minimum of 10 years for purchase and 5 years for rental. In this regard, both parties commit to building 5,000 homes. 

In educational matters, the History of terrorism in Spain will also be maintained in the curricula and priority will be given to Spanish products in school cafeterias.

Likewise, in the section on combating indoctrination, both parties commit to approving before June 2027 a Concordia law of Castilla y León “that surpasses and updates” the regulatory framework and guarantees recognition to all victims of social, political, and terrorism violence, as well as recognition of ideological and religious persecution.
