Documents declassified by the Government this past Wednesday show warnings from the National Intelligence Center (CNI) hours before the massive entry of migrants into Ceuta began through calls to cross the Tarajal breakwater. However, the warnings, issued via Whatsapp to the Government Delegation in the autonomous city and the Civil Guard, did not reflect the magnitude of what happened afterwards: an entry of more than 80,000 people in just 48 hours.

July 8
Civil Guard Report
The Civil Guard alerted about the effects of the Supreme Court ruling and proposed reinforcing the Provincial Maritime Service of Ceuta for swimmer detection.

July 27

The National Police issues a communication form of relevant facts. It specifies the “massive swimming entry of immigrants” linked to the Supreme Court ruling. A total of 1,240 irregular entries are counted.

An internal note from CENIF warning of a possible increase in the risk of mass jumps
The National Immigration and Borders Center of the Police (CENIF) issues an internal note warning of the risk of mass jumps during the last days of July. It is based, in part, on a possible temporary relaxation of Moroccan border control in the days prior to these festivities, “used as a mechanism of political pressure.”

July 29
CNI Whatsapps to the Chief of Staff of the Government Delegation in Ceuta and to the Civil Guard | CENIF alert to border posts about risk of entries in Ceuta and Melilla on July 30 | Urgent CNI note to Moroccan intelligence
