When someone makes a mistake, they usually resort to the manual of confusion to cover up responsibilities. The Defense Minister made it crystal clear yesterday that the CNI warned about what was coming on July 30, while the Interior Minister insisted that he did not receive such information, although he was careful to praise the work of the intelligence services. He came to the conclusion that everyone overlooked it. The image of Margarita Robles and Fernando Grande-Marlaska was one of blowing and sucking at the same time. From there, all that remains is to resort to hermeneutics: what does it mean to inform? Is it delivering a full report? Is it perhaps just another note like others that are sent daily about the entry of immigrants? Is it verbal? How is the information conveyed? Is it transmitted between intelligence services and security forces? Or between middle management of the ministries? Does that alert reach the political leaders? Do the ministers talk to each other?

At the end of her appearance, Robles gave some clues… After noting that there are many ways to warn, she specified that on July 29 “officials” of the 25 that the CNI has assigned in Ceuta “reported to the Government delegation” that for the next day there was a “call to enter by swimming taking advantage of that celebration in the neighboring country,” referring to the Throne Day of Morocco. What everyone does agree on is admitting the increase in the flow of arrivals by swimming in July. Robles said 150 entered per day and Marlaska, a thousand in a week. That, together with the precedent of 2021, perhaps advised greater attention. Conclusion: someone did not properly assess the available information. Otherwise, if a threat must be warned about in the future, whoever it is should pick up the phone until they are heard or send smoke signals.
