The silver seats of the Cambra de Barcelona continue to generate controversy, even after the plenary of the entity approved this controversial measure on Thursday. The parliamentary groups of the Comuns and the CUP jointly submitted a request yesterday for an opinion to the Consell de Garanties Estatutàries on various articles of the future Cambres law, a text that has been stalled for more than a decade without reaching the Parliament. The regulation, a proposal prepared by the chambers themselves, was supposed to be voted on in the hemicycle next Wednesday, but this request will clearly delay the process again until September.

The Comuns and the CUP ask the Consell to determine the constitutionality of the silver seats, with which large companies can obtain a seat on the plenary of the Cambra in exchange for a financial contribution. Until now, there were only two of these seats, after the pro-independence candidacy Eines de País reduced their weight.

The reform approved by a narrow margin on Thursday – it was decided by the casting vote of the president of the Cambra, Josep Santacreu – expands them to ten. Even so, the one who sets the maximum and minimum number of silver seats that the chambers can have is not the Catalan law, but the state law. According to this regulation, two-thirds of the seats in the plenary must be chosen by suffrage, so the Cambra would have room to reach up to 14 paid seats.

For the Comuns and the CUP, the Catalan Cambres law “questions the foundations of social dialogue and unbalances it towards the business side.” Furthermore, both parties denounce that the regulation does not incorporate the main recommendations of the CTESC to protect the role of unions and employers’ associations. In the past, this caused uproar among business organizations, which rejected that the chambers also had representation in social dialogue tables.
